The paper presents preliminary results of the study investigating agreement between the subject, object and methods of public administration in socio-economic systems. We raise and partially solve the problem of identifying the principal level of state power depending on the relationship between personal needs of the management actor and the resources available to it. The second aspect viewed is the method of choosing the most adequate target, based on the level of manageability and modeling. The comparison is drawn between the basic targets, that are rated by complexity. The type of administrating activity is considered to assess the evolutionary and the revolutionary impact of the system.
