Speculations about the bureaucratic essence of the system of public administration in modern Russia are presented. Representatives of executive and legislative authorities together constitute the ruling oligarchic class, which drives the country's natural resources into the market turnover through corruption pathways. The only way to put an end to corruption is to sell the resources to those who own the means of processing, i. e. to capitalists. All population strata would benefit from that, and Russia will occupy a proper position in global labour distribution.
