Оценка эффективности особо охраняемых природных территорий Хибинско-Ловозерского
района (Мурманская область). I. Соответствие режимов особой охраны имеющимся угрозам

The performance of the protected area (PA) network in the Khibiny and Lovozero Mts of the Murmansk Region was assessed through the analysis of the adequacy of the protection regimes for current anthropogenic threats. As of March 2026, the PA network of the district comprised 18 objects of six categories (Khibiny National Park, Avrorin Polar-Alpine Botanical Garden-Institute of the Kola Science Centre of the Russian Academy of Sciences (PABGI), Seidyavr Nature Park, Simbozersky Sanctuary, nature monuments of federal and regional significance, totaling 160 186 ha (8.2 % of the region’s territory). Only two large territories – the PABGI and the Seidyavr Nature Park – belong to effective protected areas and fully satisfy to biodiversity conservation goals. It was revealed that 76 % of the area remains at risk from economic activity. In fact, only 24 % of the PA network area (39 432.5 ha) ensures fulfillment of conservation tasks. Only 39 % of the PAs have proved to fulfill quantitative performance indicators related to the conservation of valuable natural features and systems. The PA network in the Khibiny and Lovozero Mts urgently requires optimization and harmonization of protection regimes to meet the existing threats. The Khibiny National Park Regulations must be approved, establishing a differentiated protection regime. The process of reorganizing nature monuments must be urgently completed, with their boundaries drawn in accordance with the actual locations of the valuable natural sites.
