We analyse the main problems in the development of local self.government in the Russian Federation, namely in its Northern and Arctic regions. Opportunities for introduction of social innovations in the municipalities of Russia’s North and Arctic are discussed. Special attention is given to the practices of strategic planning and management as a promising line for improving the management of socio-economic development at the local level.
