STATUTE of the Scientific Journal Transactions of the Karelian Research Centre of the Russian Academy of Sciences

1. General provisions

1.1. The peer-reviewed scientific journal Transactions of the Karelian Research Centre of the Russian Academy of Sciences (hereinafter referred to as the Journal) is published in compliance with the federal legislation on mass media, statutes of RAS and institutions of the Russian Academy of Sciences of the Karelian Research Centre of RAS (hereinafter referred to as KarRC RAS), resolutions of the Presidium of RAS of 25.12.03 No 319 and of 11.01.05 No 4.

1.2. The Journal is aimed at making accessible the work and achievements of the Russian and foreign scientists, faculty members, experts, postgraduates and students in the following branches of science:
  • Physical and mathematical sciences;
  • Biological sciences;
  • Earth sciences.

1.3. The journal publishes the works of members of the institutes of KarRC RAS, other scientific institutions, institutions of higher education and independent researchers in the form of:
  • theoretical papers and state-of-the-art reviews;
  • papers summarizing the results of completed original studies
  • articles on the new research methods;
  • articles on the history of science;
  • brief reports on scientific breakthroughs, expedition results etc.;
  • proceedings of scientific conferences, seminars, meetings;
  • reviews of monographs and books;
  • essays on scientific events (symposia, conferences, etc.);
  • essays on anniversaries of scientists and important dates;
  • letters to the editor

1.4. The founders of the Journal are KarRC RAS, Institute of Biology of KarRC RAS, Northern Water Problems Institute of KarRC RAS, Institute of Geology of KarRC RAS, Forest Research Institute of KarRC RAS, Institute of Applied Mathematical Research of KarRC RAS.

1.5. The Publisher of the Journal is KarRC RAS.

1.6. The full title of the Journal in the Russian language is ;
    1.6.1. The abbreviated title of the Journal in the Russian language is ͔;
    1.6.2. The full title of the Journal in the English language is Scientific Journal Transactions of the Karelian Research Centre of the Russian Academy of Sciences;
    1.6.3. The abbreviated title of the Journal in the English language is Scientific Journal Transactions of KarRC of RAS.

1.7. The Journal has a unified format of issues approved by the Editorial Council and is published with 6 issues per year; the volume of each issue generally does not exceed 20 quires; all issues of the Journal are available in open access and full-text version on the website http://transactions.krc.karelia.ru.
    1.7.1. Every issue of the Journal must contain the following information:
    • title of the Journal Transactions of the Karelian Research Centre of the Russian Academy of Sciences;
    • brand mark of KarRC RAS;
    • international standard serial number (ISSN);
    • issue number;
    • publication date;
    • name of the founder;
    • last name and initials of the Editor-in-Chief;
    • list of members of the Editorial Council;
    • publisher information;
    • serial number of the mass medium and the name of registration authority;
    • index;
    • circulation;
    • address of the Publisher;
    • other information stipulated by established standards and specifications.

1.8. The Journal is published in Russian.

1.9. The copyright holder of composite works Transactions of the Karelian Research Centre of the Russian Academy of Sciences is KarRC RAS.
    1.9.1. Every author shall sign the Copyright Transfer Form assigning copyright in and to the scientific work to the Journal.

2. Establishment, reorganization and termination of the Journal

2.1. The decision upon establishment, reorganization and termination of the Journal is made by the Presidium of KarRC RAS upon the recommendation of the editorial and publishing committee of KarRC RAS.

2.2. Upon the establishment of the Journal the Presidium of KarRC RAS:
  • approves the title;
  • determines the publishing periodicity and funding sources;
  • sets the topics of published materials;
  • approves members of the Editorial Council.

2.3. On behalf of the Presidium of KarRC RAS the signing authority for the documents defining the Journal activity has the President of KarRC RAS or the Vice-President under the power of attorney.

3. Editor-in-Chief

3.1. The Editor-in-Chief of the Journal is the President of KarRC RAS.

3.2. The Editor-in-Chief:
    3.2.1. provides overall guidance in forming and publishing the Journal;
    3.2.2. is responsible for the content of the Journal, its scientific level, compliance with legislation and regulations of RAS;
    3.2.3. promotes cooperation of the Journal with leading scientists;
    3.2.4. takes responsibility for organization and coordination of the Editorial Council.

4. Editorial Council

4.1. The Editorial Council of the Journal is headed by the Editor-in-Chief and is in charge of the overall management of the Journal.

4.2. The members of the Editorial Council are approved by the Presidium of KarRC RAS upon the recommendation of the Editor-in-Chief.

4.3. The Editorial Council:
    4.3.1. is in charge of the current editorial policy;
    4.3.2. approves special issues and series;
    4.3.3. approves the Editorial Boards for the series and special issues.

5. Editorial Office

5.1. The Editorial Office of the Journal is a support unit of the Publisher and is one of the Presidium of KarRC RAS subordinated units.

5.2. The Editorial Office:
    5.2.1. receives, registers and stores the incoming materials;
    5.2.2. prepares the articles for typesetting and pagination;
    5.2.3. has control over all stages of the publication process of the Journal, its quality and schedule compliance;
    5.2.4. publishes information for authors and electronic versions of issues on the website of KarRC RAS.

5.3. Members of the Editorial Office are appointed and dismissed by the order of KarRC RAS.

5.4. The material and technical supply service for the Editorial Office is ensured by the Publisher.

6. Publisher of the Journal

6.1. The Publisher of the Journal is KarRC RAS.

6.2. The Publisher:
    6.2.1. forms the Editorial Office and determines its membership and professional composition;
    6.2.2. ensures the material and technical supply service for the Journal and execution of editorial and production processes;
    6.2.3. determines the circulation for every issue upon approval of the Executive Editors of the series;
    6.2.4. is in charge of circulation of the issues in libraries and upon subscription

6.3. The Publisher may raise funds from the founders, individuals, Russian and foreign organizations and funds with the purpose of financing the preparation, publishing and circulation of the Journal in accordance with the law.

7. Series

7.1. The series a collection of issues united by a common theme and aim, published under a general title and in a unified format are formed within the Journal.

7.2. Every series is established by the Editorial Council upon the recommendation of the Academic Councils of the institutes of KarRC RAS or Editor-in-Chief.

7.3. The tittle, topics of publication, members of the Editorial Board and the Executive Editor are approved upon establishment of the series.

7.4. The Editorial Board of the series:
    7.4.1. is headed by the Executive Editor, provides the overall academic guidance of the series and is responsible along with the Executive Editor for maintaining the scientific quality of submitted works;

    7.4.2. consists of distinguished scientists of KarRC RAS and other scientific and higher education institutions working in the thematic field of the series;

    7.4.3. the membership of the series Editorial Board is approved by the Editorial Council of the Journal upon establishment of the series and may be changed at a later time by the decision of the Editorial Board alone.

    7.4.4. develops and approves a unified format of articles in the series;

    7.4.5. assesses the compliance of submitted materials to the established topic of the series and the format;

    7.4.6. supervises internal and external review of incoming content;

    7.4.7. together with the publisher determines the circulation for every issue of the series taking into account the subscription and potential additional orders;

    7.4.8. adopts a decision to publish a special thematic issue of the series and approves its title;

    7.4.9. together with the publisher determines the sources of financing for the series in general and each issue in particular;

    7.4.10. resolves other issues regarding organization and work of the series.

7.5. The Executive Editor of the series:
    7.5.1. is at the head of the Editorial Board of the series and makes the final decision regarding publication of each issue;

    7.5.2. is responsible for the content of the series, scientific level of the publications and its thematic adequacy, compliance with the law of the Russian Federation and regulations of RAS and KarRC RAS;

    7.5.3. recommends the members of the Editorial Board of the series, including the Executive Secretary for approval according to the establishes procedure; organizes the work of the Editorial Board of the series;

    7.5.4. promotes publication of leading scientists in the series and scientific level of the Journals series.

7.6. Each and every thematic issue apart from the information listed in par. 1.7.1. of the Statute must contain the following information:
  • title of the series;
  • last name and initials of the Executive Editor of the series;
  • list of members of the Editorial Board of the series.

8. Special thematic issues of the Journal

8.1. Special thematic issues may be formed within the Journal as an exception.

8.2. The decision regarding the publication of a separate thematic issue shall be made by the Editorial Council upon the recommendation of the Academic councils of the institutes of KarRC RAS or Presidium of KarRC RAS.

8.3. The title, topics of articles, the Editorial Board and Executive Editor are approved upon establishment of each thematic issue.

8.4. The Editorial Board of a thematic issue:
    8.4.1. is headed by the Executive Editor, provides the overall academic guidance of the series and is responsible along with the Executive Editor for maintaining the scientific quality of submitted works;

    8.4.2. consists of distinguished scientists of KarRC RAS and other scientific and higher education institutions working in the thematic field of the issue;

    8.4.3. the membership of the Editorial Board of the issue is approved by the Editorial Council of the Journal;

    8.4.4. develops and approves a unified format of articles;

    8.4.5. assesses the compliance of submitted materials to the established topic of the issue and the format;

    8.4.6. supervises internal and external review of incoming content;

    8.4.7. together with the publisher determines the circulation for every issue taking into account the subscription and potential additional orders;

    8.4.8. together with the publisher determines the sources of financing;

    8.4.9. resolves other issues regarding organization and publication of the issue.

8.5. The Executive Editor of the special thematic issue:
    8.5.1. is at the head of the Editorial Board and makes the final decision regarding publication of the issue;

    8.5.2. is responsible for the content of the issue, scientific level of the publications and its thematic adequacy, compliance with the law of the Russian Federation and regulations of RAS and KarRC RAS;

    8.5.3. promotes publication of leading scientists in the series and scientific level of the Journal.

8.6. Each and every thematic issue apart from the information listed in par. 1.7.1. of the Statute must contain the following information:
  • Issue title;
  • last name and initials of the Executive Editor;
  • list of members of the Editorial Board of the issue.

9. Reviewing

9.1. Scientific articles submitted in the approved format and with positive reviews shall be accepted for publication.

9.2. Any specialist in the related field of studies, having scientific publications on the related subject within the last three years and not working in the same organization as the author of the article, may be a reviewer.

9.3. The Editorial Office shall send copies of the reviews or a motivated reply to the authors of the submitted materials. Authors are obliged to take into consideration the reviewers comments and make the corresponding adjustments or provide a motivated reply.

9.4. If the author refuses to adopt the reviewers comments, the Editorial Board is at right to appoint an additional review or reject the publication. The Editorial Office shall send copies of the reviews to the Ministry of education and science of the Russian Federation upon receiving the corresponding request.

9.5. The final decision regarding publication or rejection of the article is made by the Executive Editor of the series or thematic issue. The Executive Editor may appoint an additional reviewer out of the members of the Editorial Board if required.

9.6. In case of rejection a motivated reply shall be sent to the author. Articles and reviews are kept by the Editorial Office for five years.

9.7. A review is written according to the standard the standard format.

9.8. A review may be anonymous.
